Under the Yushin regime , he actively participated in democratization movements such as the March 1 National Salvation Declaration incident and the YWCA fake wedding incident along with opposition leaders such as Kim Dae- jung and Ham Seok-heon .
He retired from politics in 1980 , and in 1990 Died on July 18th .

Because he showed a favorable attitude towards the Chun Doo-hwan government that took power in his later years, some criticized him as a traitor.[36]

9.1. Inaugural Address of the 4th President

Having been honorably elected as the first president of the Second Republic, my excitement has turned into a glorious sense of duty and a heavy sense of responsibility on the day of the swearing-in ceremony.
Although it is before the oath ceremony, which should be solemn, I hope that you will not hesitate to tell me briefly about some of the overwhelming thoughts at this moment when emotions and responsibilities are intertwined.
First, I would like to express my apologies and gratitude to the members of the National Assembly who elected an unscrupulous and incompetent person like me as the President of the Second Republic .
Second, I decided to risk my life for the welfare of the people as I just solemnly swore to the national emperor whom I love and cherish. Without active cooperation, there is no way to overcome today's difficulties. I hope that you will reaffirm that the responsibility of today's politics does not lie with the administrators, but with the people who are governed.
Third, the government to be formed in the future must carry out active and strong policies. To that end, even if it transcends party affiliation, first of all, it is necessary to set the posture of the cabinet based on the right person in the right place and reap the administrative meaning of harmonious unity with wise wisdom and fragrant harmony.
The holy April Revolution is not a spoil of one party's power, but a monumental achievement for the majority of the people's recapture of civil rights and a starting point for poverty liberation . I wonder if dedicating everything for the one and only people and the nation that must exist forever is the way to compensate for the precious blood shed by young students.
The government of the Second Republic, which inherited the values of political freedom from the April Revolution, must now decree economic freedom so that all citizens can live and eat.
Political freedom that is not rooted in economic freedom soon withers like flowers in a vase. The dictatorship, which was afraid of blood, was rightly withdrawn, so today our political activities were free. However, the economic corruption that followed the dictatorship must still remain. The clean-up work is far and rugged, and yesterday the country's livelihood, which was wasted to the point of being wasted, is facing a crisis of turmoil. In the days when this economic crisis cannot be overcome, not only the lifespan of the cabinet, but also the fate of the country depends on it.
The Government's policies must, above all else, pursue the principle of economy first, and the wise people are requested to work hard against poverty, moderation, creativity and efforts. The administration should promptly remove the anti-democratic and corrupting toxins sown by the jokjae and carry out a bold innovation administration in the principle of democracy.
The diplomacy of this administration , which was even branded as a headache for the free camp, was a series of apathy and policylessness, and it was heartbreaking to finally be treated as an orphan by allies around the world. Due to geographic conditions, historically, the fate of a nation has always been determined by the power relationship between neighboring powers, and to make matters worse, domestic political instability created a power vacuum. It is needless to say again that the attitude of the President had a significant impact not only on ourselves but also on international peace in Northeast Asia, and even in the diplomatic and administrative aspects directly related to the national economy, former President Syngman Rhee's personal characteristics could have caused national losses . In addition, in the end, it has been consistent with deceitful diplomacy that used only the old method of rationalizing its dictatorial policy and avoiding domestic political crises by turning domestic complaints and dissatisfaction to outsiders.
Diplomacy originally had negotiations and transactions as its mission, and should be centered on the practical interests of one country and mediating conflicting interests with other countries through peaceful means. This is today's democratic diplomacy. We must start over with new diplomatic activities by equipping ourselves with a new foreign policy and a new diplomatic system.
