1. outline

Head of state of Poland . The term of office is five years and can be extended once .

At the time of the Second Republic of Poland, the powers of the president and parliament were weaker than that of the military, but after the establishment of the Third Republic, both the parliament and the president are important as it is a dual monarchy .

Immediately after democratization, Jaruzelski of the Unification Labor Party, who was the Secretary-General at the time, was elected president through an indirect election in the National Assembly, and in a direct election held after Jaruzelski's early retirement, Walesa of the Free Trade Union was elected as the first direct president after democratization. In the mid-1990s, the Social Democratic Party and the Democratic Left Alliance, successor parties to the Unification Labor Party , were in power from 1995 to 2005, but since 2005, the two conservative parties, Law and Justice and Citizens' Platform , have been in power alternately.

Recently elected presidents are leaving their political parties before taking office.

2. Term and election

The president is elected once every five years through direct election by the people and a runoff election . To run, you must be a Polish citizen over 35 years old with at least 100,000 voter signatures. The president can be re-elected, but cannot serve more than three terms.

3. authority

The powers of the Polish President include:
  • Power to appoint Prime Minister ( requires consent of majority of members of the House of Representatives)
  • military command
  • Right to submit bills
  • Promulgation and veto of laws passed by the National Assembly (invalidated by a vote of more than 3/5 of the members of the House of Representatives)
  • Right of ratification of international treaties
  • Right to nominate and dismiss ambassadors dispatched abroad
  • The right to dissolve parliament ( must be exercised simultaneously against the House of Representatives and the Senate)
  • The right to appoint judges of the Supreme Court and the Constitutional Court (authority upon request of the National Judicial Council)
  • Right to referendum (Senate consent required)
  • The right to appoint the governor of the central bank

If the president is in the palace, the House of Representatives (Marszałek sejmu rzeczypospolitej polskiej) acts and re -elections within 60 days. If a re -election is carried out due to the palace, the term of office of the successor starts from the beginning.

As a result, the government in exile continues its life in exile as a confrontational government .[14] Controversy over unconstitutionality was raised at the time as the act of reappointing oneself after the end of the seven-year term. In response, a confrontational government called the 'Committee of Three' confronted Ostrovsky until the inauguration.[16] The symbol was handed over to Lech Walesa, the second president of the Third Republic .
