Head of state of Uzbekistan .
There have been a total of two presidents in power since independence in 1991. The first president, Islam Karimov , ruled for 25 years through three elections that were evaluated as fraudulent and an extension of his term. While the constitution only allows a person to serve a maximum of two terms, Karimov served three terms, and the logic was that the first five-year term was not included in the number of reappointments because it was before the constitutional amendment. When Karimov died while in office in 2016, then-Prime Minister Shavkat Mirziyoyev took over as acting president and was elected in the subsequent presidential election. Mirziyoyev and three pro-government minor party candidates ran in this election. State media claimed that if Mirziyoyev was not chosen, there would be chaos or Islamic extremism . The Organization for Security and Co-operation in Europe observation mission reported that there were more ballots cast than voters and that there was proxy voting. Mirziyoyev, who was re-elected in 2021, proposed constitutional amendments and a constitutional committee was established in the Senate. The revised constitution passed by referendum in April 2023 included changing the presidential term from 5 years to 7 years. Additionally, the constitutional amendments allowed Mirziyoyev to serve two more terms. Mirziyoyev, who declared early presidential elections after constitutional amendments, was elected for a third term in July of the same year.
According to the current constitution, the term of office is 7 years and can be renewed only once . They are elected through direct elections and runoff elections . However, the two winners were always elected with more than 80% of the votes, so a second round of voting was never held. If more than 33% of voters do not vote, the election is invalid. To run , you must be over 35 years old and fully speak Uzbek . In addition, you must reside permanently in the territory of Uzbekistan for at least 10 years before the election.
