At this time, with his position as head of the Joint Investigation Headquarters and the new military department , including Hanahoe , which he was leading, he started the December 12 Military Rebellion and took control of the military. The following year, in 1980, he caused the May 17 Civil War and suspended the Constitution. Afterwards, the May 18 Democratization Movement was suppressed by force and many citizens were massacred in Gwangju. Immediately after that, the National Security Emergency Response Committee was established and the real power of state affairs was taken over.
Afterwards, Gyuha Choi As the president resigned from the presidency, he became president in the 11th presidential election held by the National Assembly for Unification . After passing a new constitution that included a seven-year single-term presidential system , he ran for the 12th presidential election as a member of the Democratic Justice Party and was elected president, launching the Fifth Republic .[25] At the end of his term, the public protests demanding a constitutional amendment to a direct presidential election system became more intense due to the torture death incident of Park Jong-cheol in 1987 , and the April 13 constitutional protection measure was announced to dispel this, but it backfired and became the trigger for the June Uprising .
