As Kim Young-sam came to power, he pushed for a policy of setting the record straight amid national demands for the liquidation of the five communist parties. Under the common denominator of a sense of crisis, both held a reconciliation dinner at a Gangnam restaurant for the first time in six years since Chun Doo-hwan left office in 1994. Today, I am proud to be a citizen of this country where all walks of life love each other and live in harmony, and I stand before history and the people with a solemn determination to build a great country where the government can also gain wisdom, courage and true strength from the people.

Then I will tell you my idea without hesitation.

This initiative is intended to be proposed to His Excellency the President , and it is my determination to materialize it concretely with the warm support of my comrades in the party and the people.

first. We must quickly amend the constitution to provide a direct presidential election system under the agreement of the ruling and opposition parties and carry out a peaceful transfer of government in February 1988 through presidential elections under the new constitution .

There has been a change in my opinion that the parliamentary cabinet system, in which the majority of cabinet members are members of the National Assembly directly elected by the people, and which can be most faithful to democratic responsible politics through dialogue and compromise based on autonomy and openness, is the most desirable system for the establishment of democracy in our country. It didn't come.

However, no matter how good a system is, if the majority of the people do not want it right away, the system will eventually be separated from the people, and the government that will be born as a result will not be able to share dreams and pain with the people.

Therefore, at this point today, I have come to the conclusion that in order to overcome social confusion and achieve national reconciliation, a direct presidential election must be adopted .

The people are the owners of the country, and the will of the people takes precedence over everything.

second. In order to not only change the system of constitutional amendment to direct direct election system but also to implement it democratically, I believe that the Presidential Election Act should be revised to ensure free candidacy and fair competition so that proper judgment can be received from the people.

In addition, according to the new law, election management should be conducted in the utmost fairness and impartiality in the election campaign casting and ballot counting process.

However, even if it is a direct system, chaos and disorder prevail while burning hostility through unfounded personal attacks and public incitement, and arouse regional feelings, eventually harming national stability and hindering genuine democratic development. A basic foundation to be able to do this should be premised.

third. We must boldly eliminate enmity and confrontation in all fields as well as in our political sphere to promote national reconciliation and great unity.

In that sense, I think Kim Dae -jung should be pardoned and reinstated, no matter what his past was .

And, except for the very few anti-state criminals who denied the basic liberal democratic order on which we and our descendants exist, or those who waved the national flag through killing, arson, or destruction, all criminals related to the current situation should also be released.

So, I sincerely hope that they will be able to return as members of a democratic civil society.

There can be no present without the past.

However, at this watershed moment in history, I think it is important for all of us to prepare an opportunity to laugh out loud.

If that happens, the next presidential election will be elevated to a national festival, and the new government will be able to focus more on building a great nation based on a strong national foundation.

fourth. Human dignity must be further respected, and the basic human rights of each citizen must be promoted as much as possible.

We hope that this constitutional amendment will include all provisions for strengthening basic rights , including the comprehensive expansion of the review of detention , as advocated by the Democratic Justice Party .

In addition, the government should pay special attention to ensure that there are no cases of human rights violations, and the Democratic Party should focus on enhancing practical effects by holding regular meetings with human rights organizations such as the Bar Association to urge immediate correction of human rights violations and institutional improvements.

We remind ourselves once again that it is the independent judiciary and individual citizens who can judge the media .

Sixth. The autonomy and autonomy of each sector of society must be guaranteed to the utmost.

He said that self-government and expansion of autonomy in each sector will achieve diverse and balanced social development and serve as a driving force for national development.

Despite the constitutional amendment process, I believe that the formation of local councils should proceed smoothly as scheduled, and the formation of provincial and provincial councils should also be reviewed and promoted in detail .

The autonomy and educational autonomy of universities, which are centers of learning, must be realized as soon as possible. To this end, the autonomy of universities in personnel, budget, and administration must be guaranteed, and the entrance examination and graduation systems must also be improved in the same direction.

In addition, related systems should be supplemented and reflected in the budget so that many excellent students do not have great difficulties in financing tuition.

Seventh. A political climate of dialogue and compromise must be established as soon as possible while ensuring the sound activities of political parties .

A political party must be a democratic organization that forms and unites the political will of the people by promoting responsible arguments or policies for the welfare of the people.

As long as political parties engage in sound activities that do not violate these objectives, the state should do its utmost to protect and foster them.

Based on this, political parties should also demonstrate their political power to lead social conflicts to harmony and harmony through dialogue and compromise while observing the state law order and unify national opinion.

As long as there is an opposition party that tries to achieve only one-sided claims, even by using violence, the ruling party will not always be able to yield.

Eighth. In order to build a bright and clean society, we must take bold measures to purify society.

To this end, we must eliminate gangsters and thoroughly crack down on robbers and thefts so that all citizens can enjoy a safe and happy life, and we must boldly correct the chronic corruption and contradictions that remain in our society. .

Groundless rumors must be banished, and words such as regionalism and black-and-white logic must disappear forever, creating a community where people can trust and love each other.

Therefore, it is necessary to ensure that all citizens can live a vibrant life with peace of mind and pride in a stable social environment.

I believe that these people are an urgent task to overcome today's difficulties and advance toward a great nation.

I dare to take this time today with a humble heart that fears history and the people, backed by your expectations for continuous development, not a severance of history.

I am sure that this idea, born out of patriotism and loyalty, will be able to be elected with the support of not only His Excellency the President and all members of the Minjeong Party, but also all the people.

His Holiness Pope John Paul II,

Together with all the people, I welcome the second visit of the Holy Father, the Pope, the Apostle of Peace, to the Republic of Korea, the supreme leader of the Catholic Church worldwide.

It is very significant that the 44th World Eucharist Conference, which wishes for world peace and human harmony that the Pope Himself collects, was held in Seoul on the Korean Peninsula, which is suffering from conflicts between national division and their own people.

The Catholic Church in Korea was founded by a pioneer who learned the teachings of Christ on his own 200 years ago, and has always shared pain and joy with the people in the modern history of the country's ordeal.

Catholics in Korea were so religious that they voluntarily founded a church to convey the faith they had realized themselves from the beginning. We are very proud of this unprecedented event in Catholic history.

Since then, Korea has changed a lot.

We are advancing together to heal the conflicts and divisions that once divided the Korean people through reconciliation and forgiveness, to create a free society where everyone is free from oppression, and a society where justice is realized by uncovering and filling the shadows and gaps.

A new constitution and a new republic were born, blessed by the people, and all political oppression was lifted.
