1929 Jeollabuk-do He was born in Gochang-gun . He graduated from Korea University Business School .

1956 scene He entered politics as a secretary to the Vice President . Afterwards, he belonged to the new faction of the Democratic Party and was close to Kim Dae-jung . After the 5.16 Military Coup , he took part in the New Party , the Democratic Party , the People's Party , and the New People's Party . He served as the chairman of the science and technology subcommittee and the director of youth guidance in the New Democratic Party.

In the 1971 8th National Assembly election, the New Democratic Party national district was elected to the House of Representatives . After the Yusin declaration in October 1972 , Kim Nok-yeong, Kim Han - soo , Kim Sang-hyun , Na Seok-ho, Kim Gyeong-in, Jo Yun- hyeong , Jo Yeon - ha , Lee Jong -nam , Lee Se-gyu , Kang Geun - ho, Ryu Gap - jong , and others were taken to the Army Security Command, the 6th District Military Police Company, and the 5th District Military Police Corps, and were tortured.

In 1984, he was appointed secretary-general of the Democracy Promotion Council. When the Shinhan Democratic Party was founded later that year, he was appointed to the finance committee of the Shinhan Democratic Party. In the 1985 12th National Assembly election , he was elected as a member of the National Assembly of the Shinhan Democratic Party. He left the Shinhan Democratic Party in 1987 and joined the United Democratic Party . In the second half of that year, ahead of the 13th presidential election, politicians Dae-Jung Kim left the United Democratic Party and founded the Peace Democratic Party , but did not follow and remained. In November of that year, he was appointed general secretary of the United Democratic Party.

In the 13th National Assembly election in 1988 , he was elected as a member of the National Assembly of the Democratic Party of Korea. Originally located in Seocho- gu, Seoul He tried to run for the constituency , but was defeated by Kim Deok-ryong in the nomination .

After retiring from the legislature in 1992, he served as the Korean Leadership Development Foundation, hanging out with elders in politics, and passed away in 2003.
