February 25, 1928 in the lunar calendar, Imjin-myeon, Paju-gun, Gyeonggi-do (current: Paju-si ) He was born as the only son among one son and three daughters in a wealthy family in Munsan- eup. His father was a shipowner who owned a ship and was a wholesaler who bought and sold grain, especially soybeans , across the Imjin River to mainland China .

In 1940, he graduated from the Imjin Public Simsang School , went to Kaesong Commercial School, and graduated in 1945. At that time, there was no sense of distance before the division , and at that time, the largest cities in Imjin -myeon, Paju -gun, were not Gyeongsung, but they went to school at Kaesong.

After graduating from Kaesong Commercial School, he joined the head of Chosun Commercial Bank with the recommendation of a Japanese teacher and worked as a banker . After 8.15 Liberation , he returned to his hometown after resignation in November of that year, and joined the Munsan Financial Union and prepared for college entrance exams . The following year , he entered the Kyungsung Law College in 1946 , and in 1947 , he participated in the protests regarding the national waves of the National University , and was tortured by the police .

Afterwards, he dropped out of Gyeongseong Law College and graduated from Chung-Ang University in 1948. He entered the law department and founded a theater group, and at the time, the Seoul Metropolitan Government Jung-gu He debuted as a theater actor by performing the play <Hamlet> at a construction center in Myeong-dong . He made a successful debut through a performance of Hamlet. In the same year, he debuted as a voice actor by joining the Seoul Central Broadcasting Station as part of the second batch of the Broadcast Theater Research Institute.

In the days of the play, the swan belonged to the extreme, and Kang Hyo -sil , the daughter of the actress Jeon -ok , who ran the extreme, is Choi Min -soo's mother . Kang Hyo -sil went to Pyongyang following his father, Kang Hong -sik , after his parents divorced , and spent their childhood under the stepmother of Japanese. Later, during the Korean War , he reunited with his mother's mother, who broke up as a child. There is an interesting backstory to the wedding of Choi Mu-ryong and Kang Hyo-sil. Choi Mu-ryong and Kang Hyo-sil met and got married during the time of evacuation in Busan, and they had a wedding on board a ship borrowed from a U.S. military ship. At the time, at weddings, a congratulatory speech was always given by one of the groom's close friends who was good at speaking, mixing jokes to make the guests laugh and blessing the future of the bride and groom. However, at the wedding of Choi Mu-ryong and Kang Hyo-sil, a friend from Choi Mu-ryong's hometown gave the congratulatory speech. However, they did not know that the congratulatory speech would end for an hour, and Kang Hyo-sil, who was feeling unwell at the time, became seasick due to the ship rocking left and right. Unable to endure the seasickness, she ended up fainting. Fortunately, the groom was able to quickly support the bride and she was safe, but it is said that the wedding ended in a very funny way.

After graduating from Chung-Ang University in 1952, he made his debut in the film industry through director Lee Man-heung's film <Turd Stream> in 1954, leaving a strong impression with his unique acting and voice, and grew into a major star in the film industry along with Heo Jang-gang , Lee Ye-chun , and Dok Go-seong . Coincidentally, the sons of the three in front are following in their father's footsteps and pursuing the path of becoming actors. They are the brothers Heo Gi - ho and Heo Jun-ho , Lee Deok-hwa , and Dokgo Youngjae , respectively . He even served as director, starting with the 1965 film <Blooming September Mountain>. He served as vice-chairman of the Acting Subcommittee of the Korean Film Association from 1972 to 1976 and as chairman from 1982 to 1985.

According to the memoirs of veteran actor Eom Aing-ran , he was quite a gentleman and had good manners. With his first wife Kang Hyo-sil, he had one son and three daughters (eldest daughter Choi Hyun-sook, second daughter Choi Ye-sook, third daughter Choi Yeon-sook, and eldest son Choi Min-su ), with his second wife Kim Ji-mi , he had one daughter (fourth daughter Choi Young-sook), and with his third wife Cha Geum-ja, he had one son and one daughter (second son Choi Jeong-woo and fifth daughter Choi Jin-kyung).

In 1962, he and Kim Ji-mi were arrested on charges of adultery. At this time, Choi Mu-ryong's wife is actress Kang Hyo-sil. Kang Hyo-sil's father was Kang Hong-sik , a film director who defected to North Korea , and it was revealed in 2011 through the testimony of North Korean defector Kim Young-sun to Open North Korea Broadcasting that he died in Yodeok concentration camp in 1971. The happy appearance of Choi Mu-ryong and Kim Ji-mi in handcuffs was a hot topic in the media at the time every day. He eventually divorced Kang Hyo-sil in 1963 , and at this time, Kim Ji-mi paid the divorce alimony. It became a hot topic again when he paid 4 million won (3.3 million won in alimony + 700,000 won in debt), the highest alimony in Korea at the time. At this time, 4 million won was a very large amount of money. It is said that even when she divorced him six years later, Kim Ji-mi paid all of the divorce alimony.
