March 26, 1931, Hamgyongnam -do Born in Sinheung -gun . After graduating from Gyeonggi High School, Vietnam , Korea University I went to the Department of Economics . In December 1951, he served as an officer as an officer .
After graduating from Korea University in 1959 I was a civil servant . Economics at Korea University Graduate School in 1960 I got a master's degree. Then, by Kim Jong -pil , who returned to politics at the end of the Chun Doo -hwan regime , He was the head of the governor . The following year, the Roh Tae -woo regime was launched and the Republican Republican Party in the 13th National Assembly election National district I became a member of the National Assembly . In 1990, the Democratic Liberal Party was launched as a three -party party and was a member of the Democratic Liberal Party National Assembly, and in March 1990 , he was appointed as the 10th Minister of Power Resources as the Minister of Power Resources .
During the tenure of the Minister of Power Resources, oil prices and electricity rates were raised .
