Gyeongsangnam-do in 1917 Born in Busan . Busan 2nd Public Commercial School , Japan Meiji University School of Law, USA University of Missouri He graduated from the Graduate School of Political Science.
In the 1948 election for the Constitutional Assembly of the Republic of Korea, he ran as an independent candidate in the Busan City Jeong constituency and was elected. He served as a member of the Legislation and Judiciary Committee, and on October 14, 1949, he submitted a proposal to increase the number of police officers by 10,000. # He also proposed a law to make Busan a special capital, but it did not pass. #
In the 4th National Assembly election in 1958 , he ran as the Democratic Party candidate in the Busanjin-gu, Busan constituency and was elected. In the 5th National Assembly election in 1960 , he ran in the same constituency and was elected. In August 1960, he was appointed Vice Minister of Health and Social Affairs (current Vice Minister of Health and Welfare ) and was appointed to the Jang Myeon Cabinet . On May 3, 1961, he was appointed Minister of Transportation (current Minister of Land, Infrastructure and Transport ). However, the May 16 military coup occurred soon after, and he resigned after just 15 days.
In the 6th National Assembly election in 1963, he ran as a candidate for the People's Party in Busanjin -gu, Busan City, which was directly administered by the government. He ran for election , but was elected as a Democratic Republican Party member. He was defeated by Choi Du-du's candidate. He later served as president of the Busan Ilbo and the Kyunghyang Shinmun . Then, from 1971 to 1974, he served as the 6th Ambassador to Turkey . In February 1974, he was appointed as the first ambassador to India , and returned to Korea in June 1976 to become a member of the second National Assembly of the Yushinjeongwoohoe . From 1977 to 1979, he served as Minister of Education (currently Minister of Education ).
In July 1990, he was appointed as Chairman of the Board of Directors of the Sejong University Foundation. However, in September 1991, while he was in office, he died of acute cerebral hemorrhage .
