Educator and bureaucrat in South Korea . His head office is Nampyeong (南平)[1] , His nickname is Haeam (海巖).
2. career
June 7, 1918 Gyeongsangnam-do He was born in Changwon-gun as the third son of three brothers between father Moon Han-seok (1880 - ?. 12. 28) and mother Bunseong Bae (盆城 裵氏, 1878. 12. 17 - ?). After graduating from Gyeongseong Jeil High School, he entered Gyeongseong Imperial University Preparatory Course (the 11th, liberal arts) in 1934 . 1940 Graduated from the Department of Law, Faculty of Law , Kyungsung Imperial University , University of Chicago I studied for 1 year and 2 months in graduate school .
After graduating from Gyeongseong Imperial University in March 1940 , he worked as a bank clerk at the Central Bank of Manchukuo from April of the same year until just before liberation on August 15th .
After returning to Korea after August 15 , Dong -A University from April 1946 to June 1949 He worked as an assistant professor and associate professor in the law . Busan University from July 1949 to December 1960 He was an assistant professor and associate professor, and from November 1956 to December 1960 , he served as the Dean of the College of Law of Pusan National University .
From December 1960 to February 1962 , he served as president of Pusan National University . He was awarded the Busan Culture Award from Busan City on December 24, 1960 , and was a member of the Ministry of Education's Reconstruction Advisory Committee since October 1961 .
After May 16, he served as a lecturer at Seoul National University since March 1962 , and has been a member of the Constitutional Review Committee since July 1962. In October 1962, he became the 5th Division of the Legislation , and since November 1962, he served as a member of the Ministry of Education and Policy Deliberation Committee. He retired in December of that year after the transfer of civil affairs in 1963 , and was awarded a merit medal from President Park Chung -hee at the time of his retirement. From March 1964 to August 1980, he worked as a professor of legal university at Sungkyunkwan University . From September 1966 to May 1968, he served as the 17th Minister of Education .
After that, he returned to Sungkyunkwan University as a professor at the College of Law. In the meantime, he served as the president of the Korean Public Law Society from July 1970 to September 1982, and from March 1973 to March 1981, he served as a member of the Constitutional Committee.
In June 1980, he again took office as president of Pusan National University and served until August 1983. During this time, he participated in enacting the Constitution of the Fifth Republic. For this achievement, he received the National Merit of Sharon Medal from then-President Chun Doo-hwan on August 11, 1981 , and the next day, August 12, he was elected as a member of the 4th Division of Humanities and Social Sciences of the National Academy of Sciences of Korea . From February 1984 to February 1986, he served as the director of Kyonggi University Graduate School , and from June 1986 to October 1988, he served as the director of the Korea Institute of Mental Culture . During this time, he was inaugurated as honorary president of the Korean Public Law Association in 1983, and in September 1987, he was inaugurated as chairman of the board of the American Constitution Institute, a position he held until December 1995.
Since January 1996, he has served as the president of the American Constitutional Society .
August 2, 2008 Seoul Metropolitan City Gangnam-gu Ilwon-dong He died of illness at Samsung Seoul Hospital .
