Dear fellow citizens, thank you. I bow my head and deeply thank the people for their great choice .

Today, as the 19th President of the Republic of Korea, I take the first step towards a new Republic of Korea. Right now, my shoulders are heavy with the weighty sense of calling bestowed upon me by the people of the country. Right now, my heart is burning with passion to create a country that has never been experienced before. And now my head is full of blueprints to open a new world of integration and coexistence.

The new Republic of Korea we are trying to create is the country our ancestors consistently pursued despite numerous setbacks and defeats. It is also a country that our young people have longed to achieve by enduring a lot of sacrifice and dedication. In order to create such a Republic of Korea, I declare in front of history and the people that I will fulfill my responsibility and mission as the 19th President of the Republic of Korea with a fearful but humble heart.

I would like to express my deepest condolences along with words of gratitude to the candidates who took part in the election together. There are no winners or losers in this election. We are partners who must lead a new Republic of Korea together. Now we must leave behind the fierce competition and move forward together hand in hand.

Fellow Koreans, in the past few months we have gone through an unprecedented period of political upheaval . Politics was chaotic, but the people were great. Even in the face of the impeachment and arrest of the incumbent president, the people paved the way for the Republic of Korea. Our people did not get frustrated, but rather turned it into an opportunity for blessings and blessings, and finally opened a new world today. The greatness of the Republic of Korea is the greatness of the people.

And in this presidential election, our people made another piece of history. A new president was chosen with even support from all over the country.

Starting today, I will become the president of all people. Each and every citizen who did not support me is my people, and I will serve them as our people.

I dare to promise you. May 10, 2017, this day will go down in history as an example of the beginning of true national unity.

Fellow Koreans whom we respect and love, Over the past difficult years, people have asked if this is the country. President Moon Jae-in will start anew with that very question. From today, he will become the president who makes the country a proper country.

We will boldly break with the wrong practices of the old era. I will be new from the president.

First of all, we will end the authoritarian presidential culture. As soon as I finish my preparations, I will come out of the current Blue House and open the era of the Gwanghwamun Presidency. I will discuss with the staff head-to-shoulder. I will become a president who communicates frequently with the people. Key issues will be briefed directly to the media by the President.

On my way home from work, I will stop by the market and have informal conversations with the citizens I run into. Occasionally, we will hold a grand debate at Gwanghwamun Square . I will share the president's imperial power as much as possible. Power institutions will be completely independent from politics. We will create a check system to prevent any power agency from exercising its power without prejudice.

I will work in a low position. I will become a president who is at eye level with the people.

The security crisis will also be resolved quickly. We will work tirelessly for peace on the Korean Peninsula. If necessary, I will fly straight to Washington. I also go to Beijing and Tokyo. When the conditions are right, I will also go to Pyongyang.

I will do everything I can to establish peace on the Korean Peninsula.

The ROK-US alliance will be further strengthened. On the one hand, we will seriously negotiate with the US and China to resolve the THAAD issue.

Strong national security comes from strong national defense. We will strive to strengthen our self-reliant national defense capabilities.

We will also lay the foundation for resolving the North Korean nuclear issue. We will provide a turning point in easing tensions on the Korean Peninsula by establishing a peace structure in Northeast Asia.

We will also change the politics of division and conflict. The conflict between conservatives and progressives must end. The President will come forward and talk directly. Opposition parties are partners in state affairs. We will regularize the conversation and meet often.

We will appoint personnel evenly across the country. We will take ability and the right place as the great principle of personnel management. Regardless of whether or not they support me, I will select competent people and entrust them with the work.

The economy is struggling both inside and outside the country. People's livelihood is also difficult. As promised in the election process, I will take care of jobs first of all. At the same time, we will take the lead in chaebol reform. Under the Moon Jae-in administration, the term collusion between politics and business will disappear completely.

We will resolve conflicts between regions, classes, and generations, and seek ways to resolve the problem of non-regular workers. We will create a world without discrimination.

I will tell you again and again. In addition to Moon Jae -in, opportunities will be equal in the Democratic government. The process will be fair. The result will be righteous.

Fellow Koreans, This presidential election was held following the impeachment of the former president. The history of the unfortunate president continues. With this election as an opportunity, this unfortunate history must end.

I will set a new example for the President of the Republic of Korea. I will do my best to become a successful president evaluated by the people and history. So, I will repay your support and encouragement.

I will become a clean president. I will become a president who takes office empty-handed and leaves empty-handed. Someday, I will return to my hometown and become a president who can share affection with my neighbors by becoming an ordinary citizen. He will remain as the pride of the people.

I will become an honest president who keeps his promises. I will meticulously follow the promises I made during the election process. True political development will be possible only when we take the lead in politics that is trusted by the President. I will not shout that I will do the impossible. I will tell you that what is wrong is wrong. I will not cover unfavorable public opinion with lies. I will be a fair president.

We will create a world without privileges and violations. We will create a world where people benefit from common sense. We will not ignore the pain of our neighbors. We will always look after it with an anxious heart so that there are no marginalized people.

I will become a president who wipes away the sad tears of the people. I will become a communicative president. I will become a lowly person and a humble power to build the most powerful country. I will not be a president who dominates and governs, but a president who communicates and communicates.

The past five years have been a period of overcoming a series of national crises in the middle of turbulent world history together with the people. It was difficult, but our people became one in the face of a crisis.

The Republic of Korea has grown stronger amidst the crisis and made a greater leap forward. The national prestige of the Republic of Korea has also increased. Korea is now an advanced country and has become a leading country. Our people are truly great. I couldn't be more proud to be with a great people. My retirement address is a tribute to our great people.

When the constitutional order collapsed due to the government corruption incident, our people replaced the government and reestablished democracy through the most peaceful and cultural candlelight vigils and in accordance with the due process of impeachment established by the Constitution and laws . The whole world admired the maturity of the Korean people. Our people have become a source of hope for world democracy, which is experiencing a crisis. I am solemn at how our government has lived up to the aspirations of the Candlelight Square, which called for a proper country.

However, even if our government has not achieved everything, the people's aspiration for a country worthy of our country will never cease. The hope of candlelight will still bloom as our hope and power.

Our people made the PyeongChang Winter Olympics a success as a peace Olympics. The world is once again enthusiastic about Korea. From the beginning of his term, he transformed the war crisis on the Korean Peninsula, which had been heightened, into a phase of dialogue and diplomacy, raising hopes for a new era of peace and prosperity on the Korean Peninsula.

The reason we couldn't move forward wasn't just because we lacked will and effort. On the one hand, there were barriers that were difficult to overcome through our will alone. This is a wall we must overcome. Peace is a condition for our survival and prosperity. I sincerely hope that efforts to institutionalize denuclearization and peace will continue along with the resumption of dialogue between North and South Korea.

We can never forget that we overcame the crisis caused by Japan's unfair export regulations with the united power of all our people. We took this as an opportunity to become self-reliant in the small, medium and large equipment industries, and strengthening the competitiveness of the small, medium and large equipment industries led to strengthening the competitiveness of the manufacturing industry.

It was thanks to the global competitiveness of our manufacturing industry that we were able to achieve record-high export performance amid the global economic downturn caused by COVID-19 .

From January 20, 2020, when the first corona confirmed case was confirmed in Korea, I read it for the first time every day without missing it, even on holidays or during overseas tours, and when the situation was serious, several reports a day were uploaded, leading to 969 reports.

It contains the hard work and dedication of the government, disease control and medical staff. It vividly captures the suffering and exhausting lives of the people who have continued for a long time. The people, the government, and the president suffered a lot.

However, I am constantly impressed by the high capacity of our people to become stronger during times of crisis. It's so amazing that most of the proud things that happened during our government happened during the coronavirus crisis.

This was truly the strength of the Republic of Korea that was strong in times of crisis. As the whole world went through the corona crisis together, Korea unexpectedly turned out to be a model country leading the world in quarantine . I used to envy the advanced countries' level of quarantine and medical care, but when we actually experienced the crisis, we realized that we were the ones doing the best. Many people who still thought we were weak and behind have rediscovered themselves and gained self-esteem.

In the corona crisis, South Korea recovered the economy quickly and grew to $ 35,000 for one -person income. The Korean Wave culture in Korea stood out when the world suffered from Corona, and comforted the world.

The Korean New Deal declared by our government in the midst of the coronavirus crisis established Korea as a powerhouse in cutting-edge science and technology, including digital and innovation, and the Green New Deal and declaration of carbon neutrality made Korea a leading country in responding to the climate crisis and international cooperation.

Going through the COVID-19 crisis, Korea has become a leading country in many fields, including democracy, economy, exports, digital, innovation, quarantine, healthcare, culture, military power, defense, climate crisis response, diplomacy and international cooperation.

Finally we took off our masks and saw each other face to face. It is now possible to lower the Corona Infectious Disease grade from Grade 1 to Grade 2. The crisis is not over yet. A new crisis is coming. However, our people will overcome any crises and turn crises into opportunities.

Fellow Koreans, The history of the Republic of Korea's success is all the more valuable because it was made by overcoming all sorts of trials and tribulations. Korea has become the most successful country in the world for the past 70 years after World War II and the only country that has entered the developed world from a developing country after World War II.

It is an achievement and pride of the Republic of Korea that no one can deny. I am very grateful that the Korean government has also been able to raise the national prestige and pride of the Republic of Korea to the next level by overcoming crises together with the people and leaping forward as a leading nation.

In the midst of a global crisis, Korea has leaped to become a 'country that is strong against crises', 'a country that no one can shake', and 'a country that leads the world'.

The leading role is, of course, our people. The Republic of Korea is truly a 'country of great people' that is recognized and envied by the world. I hope that we all take pride in our heightened national prestige as great citizens.

I am very proud to have been a part of the successful history of the Republic of Korea with its great people. It was truly an honor to be able to work with our great people. I look forward to continuing Korea's successful history in the next administration .
