September 18, 1932 Jeollanam- do Goheung-gun Father Lee Jin-gi (李塡鐖, 1905. 11. 29 ~ 1967. 10. 15) at 427 Sinan-ri, Jeomam- myeon[5] and mother Yeosan Song clan (1903. 10. 19 ~ ?)[6] He was born as the only son among 1 son and 3 daughters . Beolgyo Nam Elementary School, Suncheon Middle School, Suncheon High School , Seoul National University College of Law After graduating from the Department of Law, in 1972, Graduate School of Public Administration , Seoul National University, Bachelor of Public Administration earned a master's degree.

After working as an educational official, the Ministry of Education, the Ministry of Education, Chungnam National University , the Director of the Ministry of Education, the Higher Education Bureau, and the Director of Planning and Management, Jeollanam -do, He was appointed to the superintendent . In the May 18 Democratization Movement in 1980, he served as a superintendent of the Superintendent of Jeollanam- do . The 31st Infantry Division Chairman ( CEO ) protested the martial law of Gwangju citizens.[7]

In the 11th National Assembly election in 1981, he ran as a candidate for the Democratic Justice Party in the Goheung-gun- Boseong-gun constituency of South Jeolla Province and ran for the Democratic Korea Party. He was elected together with candidate Ryu Jun-sang . In the 12th National Assembly election in 1985, he ran in the same constituency as a candidate for the Democratic Justice Party and was elected together with Ryu Jun-sang, a candidate for the Democratic Korea Party. He served as Minister of Posts and Communications from January 1986 to June of the same year . In 1987, he became floor secretary of the Democratic Justice Party and chairman of the National Assembly Steering Committee .

In the 13th National Assembly election held on April 26, 1988, the Democratic Justice Party ran for the Goheung-gun constituency in Jeollanam-do, but the Peace Democratic Party He was defeated by Park Sang-cheon. Since then, from July 1988 to June 1991, Korea Telecommunication Corporation served as chairman .

From February 12, 1994 to January 11, 1999, the 2nd, 3rd and 4th Honam University He served as president and served as president of the 8th Kyungwon University from January 12, 1999 to August 16, 2000 . In September 2004, he was elected to the third chairman of the Korea University President's Association's board of directors and served as the second president of the Taekwondo Promotion Foundation from July 1, 2005 to November 22, 2011 .
