It was founded on August 29, 1963 by former Prime Minister Byeon Young-tae, In Tae-sik , and other members of the former Liberal Party , as well as independent figures such as Yoon Jae -geun and Song Joong-gon. In the 6th National Assembly election , no one was elected, but Yoo Soo-hyun was elected in the re-election held on November 9, 1965. On August 12, 1966, Suhyeon Yoo was expelled.

On March 30, 1967, the party name was changed to Justice Party, and on May 4, 1971, the number of statutory districts stipulated in the Political Party Act fell short of 77, and the registration was canceled by the National Election Commission.
