King of Sweden and Norway . He was the last Swedish king of the Holstein-Gottorp and Oldenburg dynasties , and was later crowned by Karl XIV Johann as the founder of the Bernadotte dynasty .

He was born as the third son of Adolf Fredrik and Louise Ulrike . In 1771, his second son, his older brother Gustav III , ascended to the throne. He participated in the Russian War initiated by his older brother and commanded the Swedish Navy .

Gustav III was assassinated in 1792. On March 29, when his nephew Gustav IV Adolf ascended to the throne, he took over as regent . In 1809 , Gustav IV Adolf ascended the throne after being deposed in a coup d'état in the aftermath of Finland's defeat in the Napoleonic Wars . He stabilized the country, using the official title ' King Regent ' (Riksföreståndare) until he was officially elected king .

He accepted Zhangbatist Bernadot as both, and he lost the throne of the Norwegians of his home . He died in 1818 .

The ombudsman system, a representative external control agency of modern administration , was first established in 1809 during the reign of Charles XIII. Although similar prototypes of agency agencies that monitor and supervise administration existed before, the ombudsman system in the modern sense is considered to be the beginning. At the time, it was established as an independent research agency affiliated with the Swedish Parliament.
