2. career
2.1. Early history
Born in Zhejiang Province in 1900. After graduating from Beiyang University, he studied abroad at the University of Pittsburgh in the United States from 1923 to 1924, where he received a master's degree in mineralogy. Soon after, he joined the Chinese Nationalist Party in San Francisco, agreeing with the arguments of Sun Yat-sen and Chiang Kai-shek . After returning to China in 1925, he worked in a coal mine in Shandong Province for a while, but in 1926, after receiving a call from Chiang Kai-shek, he completely gave up his path as an engineer and was hired as a secretary to Chiang Kai-shek, the director of the Whampoa Military Academy . Because he was excellent at processing correspondence and encrypting and decrypting confidential information, he quickly gained Chiang's trust, and he lived in the same house and ate with him. As the discord between Chiang Kai-shek and Wang Jingwei deepened and other military generals, such as Tan Yankai and Zhu Peide , who were jealous of Chiang Kai-shek, attempted to overcome the political crisis by making a trip to the Soviet Union, but Zhang Ying pointed out that he could be overthrown on his way to the Soviet Union, and so the trip was canceled.
2.2. The National Revolution and the Anti-French War
Some time later, on March 20, when the Zhongshan Incident occurred, he accompanied Chiang Kai-shek and left a detailed memoir of the situation at the time. After the First Northern Expedition of the Kuomintang was declared in July, he followed Chiang Kai-shek to the battlefield. He also assisted Chiang Kai-shek during the Shanghai Coup d'état on April 12 , 1927, and together with Chen Guofu, who became the head of the Organization Department , he was in charge of the practical work of reforming the Kuomintang and establishing the Nanjing Nationalist Government. After the establishment of the Nanjing Nationalist Government, in June, he organized the CC Corps in Nanjing with his older brother Chen Guofu to create anti-Japanese public opinion and assist Chiang Kai-shek in taking power. Afterwards, the CC grew into the largest faction, accounting for 15% of the Kuomintang members, and Chen Lifu served as the Secretary-General of the General Headquarters of the National Revolutionary Army and the Director of the Political Training Center of the Training and Supervision Department of the National Government. After the establishment of the National Government in 1928, he was elected as a member of the Government Committee and Vice Chairman of the Control Yuan. In February 1928, he was appointed head of the Party Affairs Investigation Department, where he directed the organization of Chinese Communist Party cells and the identification of their members.
He was appointed Secretary-General of the Central Party Department in 1929 and Director of the Organization Department of the Central Party Department in 1931. He established the Central Police Academy, trained police officers, dispatched them to local areas, controlled local governments and other institutions, and supervised publications such as Current Affairs Monthly and Cultural Revival. In 1931, he expressed opposition to the Tangshan Incident , which imprisoned Hu Hanmin, but it was of no use due to Chiang Kai-shek's firm opinion. In 1931, when Go Shunjang, a Chinese Communist Party spy, was arrested, Chen Lifu accepted his conversion and succeeded in arresting many Communist Party members, including Xiang Zhongbal, former Secretary General of the Chinese Communist Party. He served as Chairman of the Central Party Organizing Committee in 1932.

2.3. China's Hoover
In the meantime , after Chiang Kai-shek had to step down because of the Manchurian Incident and the first Yangguang Incident in 1931, Chiang believed that his resignation was caused by the excessive stimulation of anti-Japanese public opinion by the brothers Chen Guo-fu and Chen Li - fu . Supported. Brothers Chen Guofu and Chen Lipu were at odds with Dai Li . From 1934 he participated in the development of the New Life Movement and supervised the Chinese film industry. When Chiang Kai-shek was elected Executive Yuan and Military Commissioner at the Fifth Congress in 1935, he became second in line in the Nationalist Party of China. At this time , the Japanese Empire paid great attention to him, and on October 31, 1935, the Asahi Shimbun introduced Chun Lipu as the future Stalin and pointed out that Japan should pay attention the most. In China's anti-Japanese craze, representatives of Chinese university students secretly interviewed Chiang Kai-shek to let them know that the Nationalist Government was preparing for the anti-Japanese movement.
In 1936, under the direction of Chiang Kai-shek , he held secret talks with Zhou Enlai and offered to end the civil war with the Chinese Communist Party and incorporate the Communist Party into the Nationalist Government on the condition that the Three Peoples Principle be preserved and the Red Army disbanded. When the Xi'an Incident occurred in 1936 , he, along with Song Ziwen and Song Meiling, prioritized the end of the civil war and the release of Chiang Kai-shek. He sent a telegram to Stalin and demanded that the Soviet Union make efforts to release Chiang Kai-shek because if Chiang Kai-shek was killed, China would give up its anti-Japanese resistance and Japan would attack the Soviet Union. In January 1937 , he negotiated with Ban Han-nyeon, the representative of the Chinese Communist Party in Shanghai, and negotiated the second national-communist cooperation .
When the Sino-Japanese War broke out in July 1937, he served as the 6th director of the Kuomintang Revolutionary Military Commission and the head of the teaching affairs and education department of the Central Political School . struggled Their discord became so severe that in July 1937, Chiang Kai-shek held a meeting between Chen Lifu, Chen Guofu , and Zhou Pohai, and other Southern Doctor leaders, such as Dai Li, to coordinate the field of the CC Corps with the Southern Doctor. In March 1938, he proposed to Chiang Kai-shek to establish the Samminjuui Youth Group. During this time, Fairbanks called him China's John Edgar Hoover .
On December 12, 1940, after the People's Government promulgated the Ordinance on the Organization of the Preparatory Committee for the National Assembly, he was appointed as a member of the National Assembly on December 31. Chun Lipu, together with Chen Guofu, expanded his influence by infiltrating the CC faction into the party, government, military, culture, education, and finances day after day. It has built up a threatening force. In particular, Chun Lipu criticized Chiang Kai-shek, arguing for democracy within the party in order to weaken Chiang Kai-shek's power in the Kuomintang. In the spring of 1945, when Japan's defeat was in sight, Chen Lifu tried to seize the organizational rights of the party by inducing the downfall of Chiang Kai-shek's close friend Daijitao.

2.4. civil war
After the end of the Sino-Japanese War in 1945, he served as general secretary of the Kuomintang and, along with He Yingqin, criticized the CCP for never making any significant contributions during the war and advocated the subjugation of the CCP. When General George C. Marshall came as a special envoy in 1945 , he critically remarked, "If anyone else comes here, he will be better off than General Marshall." At the political consultation meeting held on January 10, 1946, together with Sun Ke , Zhang Quan , Wu Tiacheng , Chen Bu -lei , Wang Se-geol, Saori-zi , Zhang Sheng, and others, he was appointed as the Kuomintang representative, and continued to insist on the main war theory. Chiang Kai-shek decided to get rid of Chen Lipu, who had rebelled against him, and in March 1946 appointed Chen Lipu as the head of the Zhejiang Province government, saying the following.
You are doing a good job in parts, but you are not doing well in the central area.
Then, Chun Lipu immediately countered.
So who is doing the best job at the center right now?
Accordingly, in May, Chiang Kai-shek reorganized the Central Cadre School of the Three Peoples Youth League and the Central Party School of the Kuomintang Party into the National Political University , eliminating the influence of the CC faction and appointing Jiang Jingguo as the superintendent. In response, Chen Lipu put forward a proposal against the appointment of Jiang Jingguo with the slogan "You cannot be a student of the grandson." Chiang Kai-shek, who was enraged by this, severely reprimanded Chun Lipu, but Zhang Jing-guo, embarrassed by the opposition, expressed his gratitude, and Jiang Jing-guo's appointment as the superintendent of education was canceled. He was later featured on the cover of Time magazine on May 26, 1947.

After the outbreak of the Chinese Civil War, he visited the United States and appealed for American support, but did not see much success. After the promulgation of the Constitution in 1948, he was appointed Vice-President of the Legislative Yuan on May 3 and elected Vice-President of the Legislative Yuan on May 17. After moving the capital to Guangzhou in May 1949, he was elected as a member of the political affairs committee in Yan Xishan's cabinet, but with Chiang Kai-shek's return to power in Taiwan, Chen Lipu's political career was coming to an end.
2.5. purges and late years
In the process of transforming national wealth, Chiang Kai-shek empowered Chiang Ching-guo and Chen Qing to control the CC world . After relocating the capital to Taipei, when Chen Cheng took office as the new head of the Executive Yuan, Chen Cheng requested the Legislative Yuan to grant the Executive Yuan the authority to regulate laws through executive orders. This was an authority held by the Executive Yuan President until He Yingqin was the Executive Yuan President, but it was a power that the Legislative Yuan took back during the power struggle between Li Zhongren and He Yingqin. However, the Legislative Yuan controlled by Chen Lifu rejected Chen Qing's request. Cheoncheong, who was angry at this, expressed his position as follows.
The authorization plan was still rejected by the CC faction. From now on, only Chen Lifu will be in charge of being the head of the administrative center, so I have decided to resign immediately.
And the administrative staff went into work suspension. Chiang Kai-shek naturally supported Chen Qing, and in the end, Chen Lifu was completely defeated in the fight against Chen Qing and was forced into exile on a remote island. In 1950, as a last-ditch effort, Chen Lipu mobilized elders including Chau Lu , Ju Zheng , and Yu Yuren to ask Chiang Kai-shek to reorganize the Kuomintang, but Chiang Kai-shek summoned Chen Lipu and instructed him to leave Taiwan immediately and not return until his death. Accordingly, Chen Lifu took his family into exile in the United States, but returned to Korea in 1969 and served as the director of a military school, the president's office, and the chairman of the board of the Chinese Academy of Medical Sciences.
He received an honorary doctorate in philosophy from Korea's Konkuk University in 1970, and many people in the Chinese Communist Party respected him, so during Deng Xiaoping's reign, he received several offers from Deng Xiaoping to come to Beijing to discuss the third national-government cooperation . After Taiwan became democratized, he met with Communist Party figures, including Jiang Zemin , several times and expressed his opposition to Taiwan's independence .

4. digression
There was an interview with Japanese journalist Masayasu Hosaka in 1990. At this time, he expressed his strong belief in Asianism .
The Japanese at that time were very arrogant and did not understand East Asian culture at all. Japan was worshiping Western culture. What is Western culture? It is a culture of paedo. Western culture relies on violence, guns and cannons, while Eastern culture relies on morality. This is what makes it different. Asians must display the spirit of Asianism. At the time, Japanese warlords had an excessive reverence for military force. That is why they asked the Japanese government to go to war with China.
5. in the media
In Hoi 4 , he was kicked out due to the poor Chinese characteristics, but even after the 1.5 patch and WTT DLC appeared, he was pushed back by his older brother Guo-Fu Chen and did not appear. On the other hand, in the Eight Years' War of Resistance mode, it appears as a master of maneuver politics and appears with traits such as increased political power acquisition, increased support for the National Party, and ideological conversion defense, and must be used as an essential for strengthening the National Party. If it is defeated by Japan and becomes a vassal state of Japan, or if the Sino-Japanese alliance is concluded by taking the pro-Japanese fascio route, it will be impossible to appoint as Dairi .
It seems that it will also appear in Kaiserreich . If Sunwa comes to power, it will emerge as one of the major forces. However, according to the current plan, it seems impossible to take power in the game.
