1935 Jeollanam-do Gwangyang-gun He was born in Seonsori # , Jinwol-myeon . At the time, his father was living in Gwangyang-gun as a civil servant, so he was born in Gwangyang-gun. He later grew up in Yeosu-gun and graduated from Yeosu High School , Chung-Ang University College of Law, and Seoul National University Graduate School of Public Administration .
After graduating from Chung-Ang University, he passed the Department of Public Administration in the 13th Higher Examination in 1961 and started his career as a police officer. He served as the chief of Jeonju Police Station .
1973 Jeollanam-do as a candidate for the New Democratic Party in the 9th National Assembly election Yeosu City - Yeocheon County - Gwangyang County Democratic Republican Party He was elected together with candidate Kim Sang- young. In the same year, he was appointed head of the policy research department of the New Democratic Party. September 1974 New Democratic Party Kim Young-sam Due to the reorganization of the party position following the election of the president , he was appointed as the floor secretary. 1978 He ran in the same constituency as the New Democratic Party candidate in the 10th National Assembly election and won the Democratic Republican Party.
