Jiri Mountain is a mountain that spans Gyeongsangnam-do , Jeonbuk Special Self-Governing Province , and Jeollanam-do and Gwangju Unified Special City . It is 1,915 meters above sea level, making it the second highest mountain in the effective control area of the Republic of Korea and the highest mountain in mainland South Korea excluding its annexed islands.[6] As Korea 's first national park , it was designated as a national park on December 29, 1967 . It is also a mountain called the sacred mountain of the nation along with Baekdu Mountain, which is located in the north and is difficult to access .

3. Korea’s first national park

Jiri Mountain is the first national park in Korea to be designated among the 24 national parks in Korea . At Gurye Middle School at the time, there was a mountain climbing club led by Gurye Middle School teachers called ‘Yeonhaban (煙霞班)’. They climbed Jiri Mountain, which had been restricted from entering the mountain after the Korean War, for the first time in 1955 with permission, and pioneered the current ' Hwaeomsa Temple - Nogodan ' and ' Nogodan - Cheonwangbong ' hiking trails. Then, in the early 1960s, male raiders took advantage of the dizzying crisis at the time and devastated Jiri Mountain.
The reason why the so-called illegal deforestation act called 'deforestation' was a problem is because at that time, there was a so-called 'reconstruction boom' in which urban areas devastated by the Korean War were rebuilt with modern Western-style buildings and urban planning was reorganized. Since expensive rebar had to be used in the building, there was naturally a high demand for wood for auxiliary materials such as supports. Lumber merchants not only in Seoul but also in local cities made a lot of money, and forest resources naturally dried up. Moreover, since it was still a time when wood was heated in the furnace to heat the stove, wood was in high demand for heating fuel and cooking. As a result, gangs have emerged that target forest resources on government-owned land.
It is said that the scale of these thieves cutting down the forest resources of Jirisan Mountain was so great that at the time, 250 truckloads of trucks were transported through Gurye alone. Newspaper articles at the time (1964) show that even high-ranking powers were entangled behind the gangsters, and the National Assembly dispatched a fact-finding team.
The residents of Gurye-gun frequently quarreled with the bandits, but on this large mountain, there were more places without owners than places with owners, and as mentioned above, the central authorities were also involved and the mountain was so large that the extent to which the residents could autonomously control it was limited. Furthermore, there was no legal basis for wealth derived from an ownerless mountain, so the residents of Gurye must have been heartbroken to see Jiri Mountain becoming more and more devastated day by day.[13]
At the time, the government began considering the introduction of a national park system at the level of regional development, and architect Kim Chung- up and agronomist Professor Kim Heon- gyu attended the first World National Parks Congress held in Seattle, USA in 1962 as Korean representatives. Dr. Kim Heon-gyu, who studied agriculture in Japan and the United States and served as an advisor in the agriculture and forestry sector for the US military government and the US Embassy in Korea immediately after liberation , collected data on national parks at the competition and participated as vice-director of the 'Jirisan Area Development Research Committee' established by the National Reconstruction Movement Headquarters in January 1963, the following year, to supervise the survey and plan to designate the Jirisan area as a national park.
The local investigation process of the Jirisan Area Development Investigation Committee included guidance from residents and cooperation with materials. On October 25, 1963, the National Reconstruction Movement Headquarters prepared and submitted a survey report on the development of the Jiri Mountain region, totaling approximately 700 pages. This report presented detailed survey results and development and use plans for the natural and human environment, industry, culture, ecology, and social sectors of the Jiri Mountain area, and regarding the designation of a national park, it presented a plan for introducing the system in about 40 pages.
Although there were no laws related to national parks in Korea at the time, the younger class, comprised of teachers from the intellectual class, was said to have been aware of the concept of national parks overseas.
They formed a national park designation promotion committee and raised funds to be used for the campaign. At the time, the population of Gurye-gun was about 80,000, and all of them signed up as members. The number of households was 12,000, and 10,000 households, excluding 2,000 households in extreme poverty, raised 100,000 won by paying 10 won each in 1963 and 200,000 won by paying 20 won each in 1966.[14] It is said that at that time, 100,000 won was enough to buy a decent house not only in Gurye but also in Yeosu and Jinju. In March 1964, the 'Gurye Younger Club' mountaineering club held a county meeting and formed the 'Jirisan National Park Promotion Committee' to promote the national park.
Based on this fund, the Promotion Committee and the residents of Gurye-gun continued to travel to Seoul and repeatedly submitted resident petitions urging the designation of Jiri Mountain as a national park for resource protection and regional development, but at the time, there was no agency in charge of the administration of national park designation. After several years of effort, the government and the National Assembly also showed interest, and in 1965, the Ministry of Construction enacted the 'Park Act'.[15] The basics were started, and this law was passed by the National Assembly on February 6, 1967, and promulgated as Law No. 1909 on March 3 of that year, establishing the framework of the Korean national park system. Among these, the most famous is the experience of Monk Hyeon -gak. It is said that during the early days of his monastic life, when he was praying for 100 days in a cave at Yeongoksa Temple in Jirisan Mountain, whenever he chanted at night, he would hear screams and cries, and he was so scared that he could not sleep at night. Later, when he was living in Seoul, he told this experience to an older monk from Yeongoksa Temple, and the monk was lost in thought for a while and then told him about the history of the Korean War and the guerrillas . So the monks thought that Monk Hyeon-gak may have unintentionally helped the vengeful spirits to attain enlightenment while practicing. However, hundreds of guerrilla remains were actually discovered in Piagol , where Yeongoksa Temple is located.

Snow clouds hitting the mountains cause a lot of snow to fall heavily on Jeolla-do, causing heavy snowfall in the Jeolla-do region. There are cases where clouds pass over high mountain ranges, but most do not pass over the Sobaek Mountains, and the intensity of precipitation also becomes very weak. However, if the cold wave is strong and the wind volume and wind speed are very strong, it may cross the Sobaek Mountains and reach the inland of Gyeongsang-do. During the period of heavy snowfall in Jeolla-do on December 22-23, 2022 , there are cases where snow clouds penetrated the Sobaek Mountains and reached Busan Metropolitan City, which is located on the complete opposite side of the West Sea and where snow is very rare, and caused the first snowfall.
