In the previous film, a few tens of minutes after the heavyweight title match between Rocky Balboa ^{(played by Sylvester Stallone)} and Apollo Creed ⁽ played by ^{Carl Weathers )} ended, both men were admitted to the same hospital due to the aftermath of a blood clot. However, the movie begins with Apollo, who was confident that he would win by an overwhelming margin, but finds it humiliating to lose by a difficult decision, reverses what he said in the ring, and yells at Rocky for a rematch.

After being discharged from the hospital, Rocky gives up his life as a boxer, marries 'Adrian' Pennino ^{(played by Talia Shire)} , and at the same time becomes famous thanks to competing on equal footing with world champion Apollo Creed. However, after becoming suddenly rich and spending money extravagantly, he was not able to perform well as an advertising model and failed to find a job. He managed to get a job as a chore worker at a meatpacking factory on the recommendation of his friend Polly, but was kicked out due to a redundancy.[1] Rocky returns to a life of poverty and tries to become a boxer again with the intention of supporting his family. However, to make matters worse, due to the nature of his boxing style, he was hit by Apollo's ghost-like jab so many times in the last match that he almost lost the vision in his right eye. While Rocky is in a state of confusion, Apollo is not only denied victory by boxing fans around the world for showing a poor performance in the match with Rocky, but also gets criticized by his family. He cannot give up his regrets about the match that he did not win cleanly, and deliberately calls himself a villain, openly criticizing and ridiculing Rocky through the media, bringing back the retired Rocky, and at the same time applying for a rematch.

When Apollo ridicules Rocky through a broadcast, Mickey gets angry and goes to Rocky and proposes a second date. They reveal their true feelings to each other, and Rocky accepts. However, there is no way the training will go well because Adrian, who is opposed to the life of a boxer, is caught in the eye.[2] When Adrian's older brother and Rocky's friend, Polly Pennino ^{( Burt Young )} , learns of this , he comes to the store where his younger brother works and angrily asks him to stay by Rocky's side and be of strength instead of just hiding in the corner. In place of Rocky, who has become unemployed, Adrian, who is pregnant and works hard at the animal shop where he used to work, collapses from stress due to the fatigue of work and an argument with Polly. Rocky frantically goes to the hospital and, seeing his child and wife, cries and says that he can give up boxing for the sake of his beloved family, but due to a difficult birth during childbirth, Adrian falls into a coma. Rocky stayed by her side for several days, and Polly and Mickey looked at her with pity.[3] Adrian, who finally wakes up thanks to Rocky's excellent care, tells Rocky to win.

In her words, Rocky stands up to re -play with Apollo by changing the boxing style from South Po ^{(left -handed)} to Osodox ^{(right -handed)} to compensate for the weakness of poor right vision .

Until the second round, both Rocky and Apollo are knocked down once, but after that, Rocky shows more advanced skills and harasses Apollo. However, Apollo's skill and stamina shine, and he harasses Rocky until the 14th round, giving Apollo a more favorable situation in terms of points. Apollo is finally knocked down by Rocky's evil last punch, but Rocky also collapses from exhaustion. If both can't get up, in a situation where Apollo wins again with a draw, on the 9 count, Rocky shows his guts and manages to get up, and Apollo sits down. The movie ends with Rocky finally becoming the world champion and hugging Mickey shouting the following words.

In the previous work, both Rocky and Apollo were not 100% serious about the match from the beginning.[6] Since it ended with a bad decision, there was a question that a rematch was needed to determine the superiority and inferiority, and this is the sequel that was created using this as the main subject.

It is evaluated as a masterpiece comparable to the first part of the Rocky series. The story of Rocky, who broke away from being an unknown boxer and began to gain considerable popularity, gradually grows while wandering and reaches his peak as a boxer, is similar to Part 1, but Part 2 explains this in more detail.

Unlike the first film, which had a low budget, the film received rave reviews as it received a large production budget, allowing for a lot of investment in directing, including the scene where Rocky quits being a boxer and tries to find other jobs, but fails again and again, and trains to become a boxer again; Adrian, who collapses due to the aftereffects of childbirth, is in a hospital bed each time praying for his health; and the scene where he runs to an art museum with young children in Philadelphia. It received great reviews as it received a lot of investment in directing, as it received a large production budget, unlike the first film, which had a low budget.

The final ending scene is also evaluated as being on the same level as the first film, and the scene where Adrian cries and tells him that he did it is considered the best scene.

That's why fans debate whether the first film or the second film is a better masterpiece. That's because both works were so outstanding.[7] Therefore, Part 2 can be seen as a work that laid the foundation for Sylvester Stallone to become the biggest star along with Part 1, at the same time as the entry into the Rocky series.

The scene where Rocky jogs is an homage to the one from the previous film. The only difference is that, unlike the previous film, this time, numerous children run after Rocky.
