1. outline

Spokesperson is a person who expresses opinions or attitudes on behalf of any person or organization . If you simply look at the definition, it seems to just convey words, but the spokesman can take a big deal to the organization with a single comment on behalf of the group. Therefore, the role is never small, and the status is quite high because it uses the proven number of people who will not make such a mistake.

Spokespersons in government organizations are usually used for first-time director-level positions.[1] Elites who are recognized within an organization are promoted to better positions while working there. Starting in 2023, the government upgraded spokespersons for some ministries to first-class positions.[2] In the case of First Vice Minister of Health Hyun Soo-yeop , he was promoted from spokesperson to vice minister.

Spokespeople exist not only in political parties and the administration, but also in companies and hospitals .[3] There is also a spokesperson for each individual.

The party spokesperson and floor spokesperson in the party are the party's signboards that convey the party's official stance on various agenda items . The spokesperson's image in briefing articles and news related to policy or commentary is often used as data. Many first-term National Assembly members who are announcers or broadcasters with good pronunciation and enunciation take on this role due to the nature of their jobs.[4][5]

The "officials" commonly seen in government -related news articles are spokesman for each department. In the midst of the camera, the spokesman says that the spokesman is anonymous, so through the backbreak, and the reporters use it as "according to the official." If a person's words are cited in common in many media, they are almost certain.

Since only the word "official" is mentioned and no clear source is revealed, we often see reporters wondering if they are writing an article with a strange source. However, since it is a statement from a spokesperson, it cannot be said to be a suspicious source. However, spokespersons have no choice but to be cautious as their remarks are " official ," and therefore they rarely speak in a way that answers the public 's curiosity. Therefore, one may suspect that the spokespeople only understand part of the facts by looking at their outward remarks, but in many cases, the opposite is true. To put it simply, a spokesperson is a person who has a broad understanding of not only the intimate facts of a specific issue but also the intentions of the parties within the organization involved in it. This is because you need to know very much about a specific issue to be able to estimate the extent to which you will be exposed and what the ramifications of that exposure will be. It's not that reporters don't know this, so they are so obsessed with it that they say, "Please tell me!" I'm not shouting.

A spokesperson is not a herald who simply conveys words, so political intelligence and sense are required. Politics is always driven by a cause, and there are no exceptions even if it is a party theory formed through autonomous decisions within the party. In short, even when people from the same party gather together, there is a possibility that they will never fully reveal their true feelings. Therefore, the spokesperson must be able to accurately understand what the party's justification is on the surface and what the intention behind it is, and only then will they be able to convey the message by constructing logic in their favor. Even the alumni book answer is actually a strategy of deflecting the issue by saying absurd nonsense that an ordinary person would not even think of in response to questions from reporters who have experienced all kinds of hardships, without even changing their expressions.[6] In reality, the basis for this can be cited as the fact that political party spokespeople who appear on various political current affairs programs are often able to engage in political discussion or express opinions at a significant level.

2.1.1. Republic of Korea government spokesperson

Under the Government Organization Act , the Ministry of Culture, Sports and Tourism is in charge of the government's work on public relations and government announcements .[7]

Originally, an organization called the Government Information Agency was in charge of the role of spokesperson for the government of the Republic of Korea , but in 2008, due to government reorganization, it was merged with the Ministry of Culture, Sports and Tourism to become the Ministry of Culture, Sports and Tourism.

However, the Minister of Culture, Sports and Tourism is only nominally designated, and unless there is a major political or diplomatic matter of the Government of the Republic of Korea, the spokesperson of the Presidential Secretariat in the item immediately below plays the role of actual government spokesperson.
2.1.1.1. Senior Secretary to the President for Public Relations and Communication
There is a Spokesperson's Office under the Office of the Senior Secretary for Public Relations and Communications in the Presidential Secretariat , and there is a Spokesperson and a Deputy Spokesperson . Considering the status of the Presidential Secretariat, the position of Senior Secretary for Public Relations and Communication can be considered the pinnacle of the position of spokesperson in the Republic of Korea.

2.1.2. Prime Minister's Spokesperson

A spokesperson is appointed under the Chief of the Prime Minister's Secretariat , and the Director of Public Affairs concurrently serves as the Chief of Staff (Article 4, Paragraph 1 of the Prime Minister's Secretariat Organization). However, it seems more common to simply refer to him as the head of public affairs rather than a spokesperson.

2.1.3. parliamentary spokesperson

In the past, a senior press secretary was appointed in the Secretariat of the Speaker of the National Assembly, and a spokesperson was appointed in the National Assembly Secretariat in 2009 (Article 6-2 of the former National Assembly Secretariat Act (Act No. 17337, May 29, 2020). Due to reflective consideration that the scope of work was too broad, the spokesperson system was abolished around the inauguration of the 21st National Assembly . Accordingly, the system of senior press secretaries was returned to the past.

2.1.4. Spokesperson for Central Administrative Agency

Government Public Relations Business Operation Regulations Article 13 (Policy Public Relations Officer) The head of a central administrative agency has a spokesperson, etc. collect and reflect public opinion in the process of establishing, executing, and evaluating policies, and through the linkage between policy work and public relations work. The efficiency of policy execution should be increased.
Each central administrative agency has a spokesperson as an aide to the head ( excluding the National Intelligence Service and the Korea Communications Commission ).

In the case of departments or committees, it is general that they are classified as high-ranking civil servants , and in the case of departments and offices, they are classified as 3rd or 4th grade, not high corporations.

The government announced that from the end of July 2023, the rank of spokesman for seven ministries, including the Ministry of Strategy and Finance, the Ministry of Education, the Ministry of Public Administration and Security, the Ministry of Health and Welfare, the Ministry of Trade, Industry and Energy, the Ministry of Employment and Labor, and the Ministry of Land, Infrastructure and Transport, will be upgraded to the senior civil service rank .

Previously, only spokespersons for the Ministry of Foreign Affairs were at the rank of senior civil servants , but spokespersons for a total of eight departments were at the level of directors.

On the other hand, there are ministries that correspond to the exception of the principle of position, which are as follows.

The Ministry of Public Administration and Security , the Ministry of Foreign Affairs , and the Ministry of Defense have a spokesman under the spokesman.

However, the deputy spokesperson of the Ministry of Public Administration and Security is concurrently appointed by the deputy spokesperson of the Central Disaster and Safety Countermeasure Headquarters (a public official belonging to the disaster management agency by type of disaster and accident concurrently serves).

2.1.5. Spokesperson for the Republic of Korea Armed Forces

2.1.6. court press officer

Article 3 (Public Relations) of Bylaws Regarding Court Public Relations
① The Public Information Officer of the Court Administration Office is in charge of planning and operating the court public relations policy and media reports.
② The public information officers of courts of all levels, the Judicial Research and Training Institute, the Court Officials Training Institute, and the court library (hereinafter referred to as institutions of each level) are as follows: However, if necessary, the head of each level of agency may have a judge or court employee assist the public information officer in charge of public relations.
1. For courts of all levels, the Judicial Research and Training Institute, and the Court Library, a person designated by the head of the relevant institution from among the judges under their jurisdiction.
2. The Court Officials Training Institute is the secretary general.
3. District court support
The court also has a public information officer system that is not named 'spokesperson', but actually corresponds to a spokesperson.
Court Officials Training Center All but public information officers are appointed as judges , so they are commonly referred to as 'public information judges'. It has been implemented in earnest since 2006, and once you are designated as a public affairs judge, you will hold the position for about 1 to 2 years. #

The public information officer of each level court excitedly publicized that 'our court made such an epoch-making ruling', but it often happens that the judgment is overturned by the higher court (...).

2.1.7. Spokesperson for the Board of Audit and Inspection

A spokesperson is assigned to the Secretariat of the Board of Audit and Inspection (Article 1, Paragraph 2 of the Organization of the Office of Audit and Inspection), and a public official in general service belonging to the Senior Audit and Inspection Officials Group (Article 6, Paragraph 1 of the same organization).

2.1.8. Spokesperson for the National Election Commission

A spokesperson is appointed under the Secretary General of the National Election Commission (Article 2 Paragraph 2 of the Rules on the Office of the National Election Commission).

2.1.9. political party spokesperson

Each political party often has a spokesperson. Usually, when people who appear as representatives of each political party on political radio or TV programs are not members of the National Assembly of each party, they are often spokespeople for that party. Since there are quite a number of political party spokespersons, even those who represent the party's opinions have different inclinations, so the basic framework of speech is similar, but when individual opinions are involved, opinions that differ in details often come out.

The Political Party Act does not explicitly stipulate spokespersons , but Article 29 stipulates that party institutions, etc. are determined by the party constitution and rules, so political parties that have spokespersons stipulate this in the party constitution and rules.
  • Power of the People : Party Constitution Article 36 (Party Affairs Execution Organization) Paragraph 1 The Secretary General oversees the party’s strategy, organization, public relations, personnel, and finances in the Central Office, and the Vice President for Strategic Planning, Vice President for Organization, and Public Relations Headquarters (Vice President level) ), and a spokesperson under the direct control of the party representative , and the detailed scope of work is determined by the party regulations.
  • The Democratic Party of Korea : Article 49 (Spokesperson) Paragraph 1 of the Party Constitution: A spokesperson and a few deputy spokespersons can be placed under the Supreme Council for the party's policy and opinion presentation and media publicity , and necessary organizations can be established to provide practical support.

Most of them are appointed positions, but in the power of the people , I am a national university , and the Democratic Party was selected in public auditions such as the Blues Picker.

It is also common to have a floor spokesperson in the parliamentary organization separate from the party spokesperson. The main task is to convey the decisions of the floor leader and the floor leadership to the media. Although this is not stipulated in the party constitution, the floor spokesperson is appointed by the floor leader due to the nature of being 'inside the floor' and is appointed by an active member of the National Assembly. In the case of the People Power Party, the name of the floor spokesperson is 'Chief Spokesperson'. In addition to the central spokesperson mentioned above, there are many cases where each regional party has a separate spokesperson.

As the frequency of speaking and appearing on various media such as broadcasting is high, it is also an opportunity where awareness among the general public naturally increases. In particular, there are quite a few cases in which he raises his weight as a politician by receiving attention for his excellent speech at National Assembly press conferences or TV debates. Conversely, if the spokesperson's speaking skills are poor, he or she may be caught in the crossfire of the media, and in this case, the party's image will also suffer. For this reason, former reporters and announcers are often hired, and there are also cases where politicians who were prosecutors or judges, who require logical speaking skills due to the nature of their jobs, become spokespersons.

A representative politician who served as a spokesperson is former National Assembly Speaker Park Hee-tae .[13]

2.1.10. Spokesperson for local government

Special mayors, metropolitan mayors, special self-governing mayors, provincial governors , and special self-governing governors who are heads of organizations also have spokespersons. There is a public notice in the local council .

2.1.11. other spokesperson

The Presidential Transition Committee may also have a spokesperson, and in this case, the spokesperson is appointed from among the members (the back of Article 4, Paragraph 3, Paragraph 4 of the Enforcement Decree of the Presidential Transition Act).

There is one spokesperson under the provincial secretary general of the Advisory Council for Democratic and Peaceful Unification (Article 4, Paragraph 2 of the Secretariat Organization of the Advisory Council for Democratic and Peaceful Unification).

2.2. USA

2.2.1. White House Spokesperson

It appears indispensably in mid-air and American films that come out as American political material . His full title is Press Secretary.

2.3. china

In the case of China , leading organizations such as the Communist Party of China and the State Council of China do not have separate spokespeople, but each department under the State Council has a spokesperson who mainly announces national policies.[14] However, since the Chinese leadership also needs to disclose personnel decisions and the results of major meetings to the public, there are officials in charge of contacting the media. Usually, such news is made public through Xinhua News Agency, a state-run news agency, and is then disseminated to the public in the form of reprints by other media outlets. The CPPCC and the National People's Congress , which are equivalent to the National Assembly, have spokesmen.

[1] Therefore, when the Republic of Korea Armed Forces appointed active-duty soldiers as spokespersons, they appointed brigadier generals who had been deputy chiefs of state and non-major directorates in the Ministry of National Defense , and leading elites from the Korean Military Academy, such as Shin Hyun-don and Hwang Eui - don, were appointed. Shin Hyeon-don is a well-known field veteran, but he served as the head of the Planning and Public Relations Department at the Army Headquarters when he was a colonel and is said to have excelled in the media field. Hwang Eui-don was an intelligence officer and was in charge of a lot of external cooperation work before and after being a spokesperson.[2] Because of this, there is a view that the status of the spokesperson position has become ambiguous. In the case of the Ministry of Strategy and Finance, as in other ministries, the position of spokesperson was the best position among first-time director positions and was later promoted to a more important position. However, since this was raised to level 1, the position of director, which is usually held only once and has to go to a foreign office, is far behind major first-level positions such as the head of the budget office or the head of the taxation office. #[3] In 2004, Samsung Seoul Hospital became the first Korean hospital to have a spokesperson. Attention is drawn to Samsung Seoul Hospital’s introduction of a spokesperson system[4] Even if they are not necessarily announcers or broadcasters, if they are good at speaking in a coherent manner, they can be appointed as spokespersons. In most cases, they are lawyers, but there are also cases where this is not the case. In the Democratic Party of Korea , members Kang Sun-woo , Lee So-young , Lee Jae-jung , and Jin Sun-mi served as spokespersons during their first term.[5] Shin Kyung-min and Kim Eun-hye , who were former anchors, and Han Jun-ho and Bae Hyun-jin , who were former announcers , served as spokespersons during their first term. There are also many cases where people who served as spokespersons at the Blue House are drafted as spokespersons after entering the National Assembly, such as Min Kyung-wook and Park Jeong- ha. Surprisingly, Ko Min-jung has never served as a spokesperson for the central party or the floor leadership after becoming a member of the National Assembly.[6] For example, when White House press secretary Caroline Levitt was asked via text message by HuffPost reporter SV Date who chose the meeting location about the meeting between President Trump and Russian President Putin, she responded with ' No, ' which is a type of word-of-mouth.[7] There are few people who think that the Ministry of Culture, Sports and Tourism does this work.[constable] Visitable[9] The spokesperson is a civilian. For details, see Civilian Control .[10] This position is held by a Public Information Officer . The head of the Public Information and Discipline Office at the Army Headquarters is the head of the branch of the relevant branch .[11] Colonel is visible, but brigadier is visible once every 5 to 10 years.[12] Colonel is visible, but brigadier is visible once every 5 to 10 years.[13] Today's generation may not know it, but one of the famous sayings spread by this person is Naeronambul . In addition, the total impasse , “Does drawing lines on a pumpkin make it a watermelon?” also began to be on people's lips as National Assembly Speaker Park Hee-tae enjoyed using it during the Democratic Liberal Party and New Korea Party.[14] In particular, the Chinese Foreign Ministry spokesperson who deals with foreign media has high recognition internationally.
